Experimental regional and local CO2 emissions statistics.

The Department for Environment, Food and Rural Affairs (Defra) published on 21 November 2007 estimates of Carbon Dioxide (CO2) emissions for 2005 for all UK Local Authorities and Government Office Regions.
These estimates are an improvement on the previous datasets for 2003 and 2004, which were published in 2005 and 2006 respectively. As they are experimental statistics, still under development, the estimates should be used with caution, and are not comparable with either of the datasets published previously. However, Defra states that the 2005 dataset is sufficiently robust to set a baseline against which to monitor action on climate change.
There are wide local variations on this mainly because of the economy and geography of different local areas. The industrial, commercial and public sector has the highest share of end-user emissions in 48 per cent of authorities.
The road transport sector has the highest share in 31 per cent and the domestic sector the highest share in 21 per cent of authorities. The road transport sector has the lowest share in 46 per cent of authorities.
Overall, about 48 per cent of domestic end-user emissions come from gas use and 42 per cent are due to electricity consumption. Domestic end-user emissions are between 2.4 and 2.7 tonnes per person per year in about half of local authority areas.
The South West region's CO2 end user emissions in 2005 totalled 43 million tonnes, representing 8 per cent of the UK total (539 million tonnes). The per capita emissions for the South West were 8.8 tonnes, 5.4 per cent below the UK per capita emissions of 9.3 tonnes.
