The creation of this new directorate strengthens our capacity on change management and provides some dedicated resource to implement the recommendations of the Review of GOs conducted by HM Treasury and the then Office of the Deputy Prime Minister.
Review of GOs
The Review recognised the need to build on our key strengths and to change our approach in a number of areas in order to enhance our delivery role (see Future GOSW link below). A challenging efficiency programme is also being implemented with a target across the GO Network for a headcount reduction of at least 33% by 2008.
The priorities for Organisational Development are:
- Managing the Future GOSW change programme
- Developing the organisational mission and strategic planning
- Leading culture change/ways of working
- Developing a people, skills and talent development strategy
- Enhancing performance evaluation and improvement
- Organising corporate teambuilding and events
- Developing Senior Management Group and Board
Priorities for Resilience are:
- Managing the robust GOSW-wide response to an emergency and initial phases of the economic recovery of the region
- Cementing working relationships (national, regional, cross-border, local)
- Implementing the regional response to the Cabinet Office capability programme and identified national/regional risks
- Attending multi-agency meetings, acting as Government Liaison Officer (exercises and incidents)
- Reporting regional/local emergency planning progress to various departments across Whitehall
- Secretariat of regional emergency planning forums and Regional Civil Contingencies Committee (RCCC)
